EIR = Environmental Impact Report
A report prepared by qualified persons for the benefit of the local governmental agency and the people that explains the studies and results of those studies as they pertain to the environmental effects of a proposed development.

DEIR = Draft Environmental Impact Report
A draft or preliminary version of the EIR that is presented for public review

FEIR = Final Environmental Impact Report
The final version of the EIR that is presented to the public and is ultimately either approved or denied by the governing body of the local government.

CEQA  = California Environmental Quality Act
CEQA was passed by the California legislature in the 1970's to require local governments to address, among other things, the requirement that local governments address the environmental impacts of developments and certain improvements in their relative communities.

Yuba Highlands = A proposed development of housing and related commercial development within the existing River Highlands Community as approved by the Yuba Co Board of Supervisors in the 1993 Community Plan.

River Highlands CSD = The River Highlands Community Services District.  The River Highlands CSD has been in the news lately because the sewage treatment facility has failed.
